The proposal has several possible options, including drastic cuts to recreational bag limits, or leaving recreational limits alone and increasing commercial catch.

All options presented are fundamentally flawed.

The most logical option is not even presented, because it does not meet political objectives of increasing commercial catch limits.
The logical option is to increase the tonnage allocated to recreational fishers, in line with catch, and to leave commercial catch limits as they are.
